Homelessness in Suva City Centre - Passive Observation

A few men sleeping on cardboard sheets around the courthouse.  I don't know what this means in Suva - are they security, persons waiting for something, or are they homeless?  Who are these men, do they work, what villages are they from and why are they here?

This fellow was pulling the pineapples that people had eaten their ice-creams out of during the ROC market and finishing them off.  It makes sense.  There was a lot of pineapple left  back after finishing the ice cream.  Is he homeless?  Is he well?  His behaviour was erratic.  Sympathies for the men sleeping on the ground and eating from the garbage were low/hostile from passers-by.
